How do you raise the FPS limit

Config > Emulation Settings > GS tab. Change "Base Frame Rate Adjust" to whatever you want it at.
120% would give you 72FPS in a NTSC game, for example.

considering spec posted by OP. i don't think changing pal/ntsc rate really matter, i don't think it's possible to get that much frame rate with this spec
