First which version of Ubuntu ? Where did you get the instruction ?

By end of year, Ubuntu will probably better support 32bits binary, until you either need a chroot or manually install 32bits librarie.

At your own risk you can try to install them manually.
libportaudio libglew libwxbase2.8 and libwxgtk2.8 nvidia-cg-toolkit I have natty narwhal 64 bit.
How do you install this what are the terminal comments.

You must download the 32 bits versions of the same distribution. Then you must copy so files into the /usr/lib32 directory.
Note you can extract .deb with the "unp" tools. It is very handy, just do "unp -u package.deb". For others lib, you can just install the ia32 package. You can check that the executable is able to found the library with the "ldd" command: ldd ./pcsx2
