ofcourse not, except they have slower cards (in equal price range), and ATI cards have dx10.1 and dx11, while nvidia have only dx10 and all signs on the sky says that they wont be releasing any dx11 card anytime soon. Yup, they arent behind ATI at all...

They decided not to go with 10.1 because there was extremely little use for it. Also, remember, ATI put out their DX10 cards very early too, and I do believe the 8800 swooped in and kicked the crap out of the 2xxx series from ATI.

Thus why I'm interested to see what nVidia actually puts out.

DX10.1 contains many parts that DX11 do. Nvidia, not opting for DX10.1 dragged PC gaming, same as they're doing with PhysX and splitting the market.

The 2XXX series was abysmal.

Direct X10.1 drastically raised performance and it allowed hardware anti aliasing with Deffered rendering.

dude what are you comparing? why dont you do your measurments in same price range? Comparing 155$ card to 75$ card is just wrong. Its like saying that AMD is better than Intel because their Phenoms II kicked the ***** out of Pentium 4.

2600xt was at 100€, 8600 was at 150€, the performance diference was minimal, so don't go compare performance of 2600 with 8800 when 8800 price (if i am not remenbering wrong) was 200+.

Until the PC can demonstrate a good use for DX11, then nvidia aren't really behind anybody.
At the moment, having a DX11 card is nothing more than bragging rights. Then, come December, you'll have ONE game which may or may not look better than DX10 or DX9, or even the consoles.
After that, the PC will just have to see whether devs either stay with the platform and release DX11 games, or games with a DX11 path, carry on giving the PC scraps with DX9 console ports, or simply abandon the platform entirely.
We never had a single DX10 built-from-the-ground-up game, let alone a DX10.1 game, merely a DX10.1 path added to a couple of games via a patch. It's quite laughable to say that just because DX11 is more efficient and better for the PC, when in the end it all comes down to the games devs whether they decide to support the PC or not. And, until the consoles are all out in their next-generation DX11 parts, and on a level playing field (technically) with the PC , development houses will still continue to use DX9 as thats where all their profits lay.
