Well since you are not a diehard PC gamer you might ask them at least a ATI HD4670 or Nvidia 9600GT.Any of those will play current PC games at nice settings. Of course it will help you in PS2 emu as well.

Your Main problem is your onboard gpu, i dont thinks 6150 gpu is good idea event with good cpu example your cpu e8400 0c to 4ghz. Buy a good grapich card, that is first priority and then overclock your cpu at.3ghz, this is the cheap and the fastest way.
