How to change edit max framerate? [0.9.8]

Hello, when i turn off framelimiting in my PCSX2 i get about 2100FPS in Black (thegame)
How can i limit it to 80FPS?

SystemSpecs:
i7 3770K 4.7GHz
8GB DDR3
GTX680.

Turbo mode is for that(Tab key)
If 60fps is the max speed of the game 100% is 60fps,so setting it to 134% will make the game run at 80.4fps

also how can i change the default framerate of PAL because the settings are greyed out and i can not change it

Also, you should really switch to 1.0.0 from 0.9.8, it's much better/faster.

It's in the configuration guide.

tab --> turbo mode

shift + tab --> slow motion mode

press again to back to normal. also closing pcsx2 and restarting it goes back to normal
