just drag the top panel with your mouse and you can move it anywhere as you like.
Nevermind, please provide your emulation settings (GS Window). something might be wrong there I guess ? not really sure about this behavior.

Ok, I figured it out. I just had to disable the mouse api.

It's disabled by default actually. I guess you changed it sometime around for some reasons ?
