If you have a half-decent motherboard and even with a stock cooler, you can get that processor to 3.3GHz easy. Got my E7300 to 3.33 from 2.6 with no voltage change.
Then you'll be able to play most games (except the most demanding ones) with speedhacks. I got SotC to run at 35-50fps on pcsx2 1.2.1 on mine with speedhacks.
