are you serious ? haven't you noticed it yet. there is no way an I5-4690k will have EE%=100. and, ryudo has an even weaker cpu and the EE doesn't even cross 30%. so, obviously the op is not posting his real hardware specs. this will only be clear when, he post his emulog.

Don't jump into conclusions yet. There's a chance where his settings aren't properly adjusted, or something like that.

It's possible something on Windows is causing his CPU usage to be very high. This would interfere with his performance on PCSX2.
But still we can't really continue any further at this point until we see emulogs.

EE tells how much of the CPU power the emotion engine uses. so, the usage of other programs in windows won't be included and yes, we cannot continue further at this point until we see the emulog.

Hmmm yeah you're right.

I just forced my CPU to use 90% or higher by running lots of programs and PCSX2 still has a very low EE and still runs at 60 FPS.

Yeah the plugin has nothing to do with it, I know that much lol. Don't need an emulog for that.

And you're giving an SSE2 plugin too, which is automatically slower then SSE4 or AVX2, which the i5-4690K supports.

do you still believe that the op has an i5-4690K Tongue . the emulog will uncover the truth. so, no more discussion until the op posts the emulog.
