what is your gpu ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS GPU : NVIDIA GeForce RTX 3070 RAM : 16 Go

It does not support windows 8. After reading the system requirements again. I'll just have to transfer pcsx2 on the other windows 7 pc.

Moving to other windows pc is just my option. The plugins won't work if the DirectX isn't supported by windows 8 righ t?

Windows 8 is supported, anything from windows 7 upwards is supported. I would reinstall the directx updates linked above as it sounds like it hasn't done it right if it's asking you to install the libraries again.
As for your GPU driver, you might be out of luck there, Intel stopped supporting the older cards on Windows 8 and over, so they no longer make drivers for it.
