Found a 6 year old thread with the same issue that was resolved but a solution wasn't shared so I gotta start my own thread.
I've been trying to play Hugo Cannon Cruise and although it works fine in the first few levels, once I try to load into the level The Forgotten Sea, the loading screen seems to get stuck at the very last second and won't load into the level. Sound doesn't cut out so I can still hear the loading screen sound after it gets stuck but game essentially freezes.
The old thread suggests it was something with a software module? They also attached an image supposedly showing what settings needed to be changed but the image leads to a Russian website that no longer works/loads.
