Great processor for its time, I was not able to get respectable speeds unless I OC'd to 3.4 or higher, however. This should not be done without a third party cooler. You can take it to 3.0 with temps reaching 70C (the limit is 75) so its borderline overheating.
so do you think I'm better off buying a whole new dual core processor?
By the way, mind me asking what your processor is?
well currently its the i7 920. but i was using the E6600 before that. everything in my last post was in reference to it.
If your MB will support a new C2D chip then I highly recommend getting an E8400 or better, they run cooler and are 3.0+ out of the box, plus it will support SSE4.

eddnav, just to say I had a similar problem. Last year I had a comp with the following specs:
E8400 @ 3.8
Nvidia 8800gt
4gb DDR2 1066mhz Ram
Win XP SP3
And it played most things swimmingly. However, the 8800gt died, so I got it exchanged it for a radeon 4850. All my pc games, like devil may cry 4, worked better, but my PCSX2 framerates dropped like a stone.
However, a couple of months ago, I was having big problems, as newer versions of pcsx2 were making my comp hang. Jake took a look, but it seemed as if it was something unique to my config. So I decided to try windows 7 with it - and what a difference! DQVIII, whih had been crawling at 20fps under XP, instantly jumped to 50 fps with no speed hacks at all.
If you're confident with partitioning and dual booting, I woud suggest you give it a whirl.

Indeed, but if you check the first post, you'll note he has an almost identical build to me, which is why I thought I'd let him know that changing *did* help for me.
