Ico - Mipmapping issue

When playing Ico in hardware mode the god rays are pretty much gone even with the mipmapping emulation on full. 
This is how the game looks in hardware mode with mipmapping off

This is how it looks with full mipmapping emulation and half-pixel offset set to normal (there is a slight difference, open both images in new tabs then switch back and forth)

I tried messing around with some settings to see if anything would change but I've had no luck with that. 
Are there any ways to fix it or is it FUBAR?

Hi, have you tried OpenGL HW mode?
What GPU are you using?

I think it needs trilinear full with full mipmap set.

I tried both hardware modes, though both modes have behaved exactly the same in every game I tried. My GPU is a 960.

Full mipmap and full trilinear does fix that problem, but it also causes another problem where certain specific camera angles cause weird lightning and texture issues. 
It's always the same camera angles and it only happens when both are set to full regardless of upscaling.

And in that same room the shadows turned into textures after I toggled mipmaping off and then back to full without stopping the emulation. The problem goes away in the last two seconds after I turn mipmapping off again.

I wonder if Ico is just one of those games.
