Ico fog effect missing

I noticed that in the intro and title screen, the fog effect that is normally there in the game is missing, and I'm curious as to why it is. Is it simply a post effect that was omitted in the graphics plugin?

I'm using
PCSX2r-1888
A variety of different GSDX SSE4 plugins

it was disabled in GSDX because it was causing problems. It will likely be there in software mode
