Initial D: Special Stage Game Slowdown?

So for some reason this game slows down when I race. Simulation says I'm still doing 60 FPS and 100% Speed, so I don't understand why it's doing this. Audio doesn't stretch or anything, Running in the 90s still plays normally. Anybody else get this?
Also FFB has a stroke it seems. Once it starts it doesn't stop.

Isn't it the same on the original PS2 ?
