I know it used to work a few years ago, now everything is doubled (3d'ish). Almost as if a light map is shifted from where it is suppose to be, works fine in software mode, hardware mode opengl, dx11 and dx9 all have the issue

pcsx2-v1.5.0-dev-1899-g607e016-windows-x86 ( and supplied plugins) all settings default (nothing changed)
Also checked an older build from oct last year

PC specs:
 i5 2400
16gb ram
Ati R7 265

Does the half pixel offset hack make any difference?

To try the new Half Pixel Offset go to the inis folder and add the following line at the bottom of the GSdx.ini file: UserHacks_HalfPixelOffset_New=1

Then open PCSX2, make sure Renderer is set to "OpenGL (Hardware)" and "Enable HW Hacks" is turned on(and turn off the regular Half-pixel Offset hack).

no different... native resolution it is fine just low resolution... using any other setting x2-x8 it is off... new was exactly the same as the old visually anyway

just updating, as of latest current build (2046) issue is still present as you can see in the photo stuff is still off..as it was previously in game only not as badly, and on this screen with the flashing rainbow edges

Can you share a multi-frame gsdump(hold CTRL + SHIFT + F8 for 1-2 seconds) of both the issue in the first post and the profile screen?

a sort of, for me anyway, temp fix..
turn OFF half pixel and set tc x to 400 and y to 460
Using 6x resolution but as you drop down they have to be changed as it drifts off (x and y need to be decreased)
if you don't turn off half pixel then x and y are already to far to the other side to correct (Can't enter negative tc offsets)
