[Bug Report] World Rally Championship (PAL)


# PCSX2 version: Latest beta - 1.3.1 revision 1048
# CPU options: all at defaults
# Plugins used: GSdx 201508251359020400 (MSVC 18.00, SSE41) 1.0.0; SPU2-X 2.0.0
# Description: Game display looks "bouncy" as if the display needs to be adjusted via antenna, like an old-school tv.  The game runs and works fine, but the "bounciness" is distracting and uncomfortable to watch.  Can attach a video clip to show this bug.
