As refraction said it is using D9 or D11, haven't really used opengl much because it was usually slower but it seems now it is on par with D11. I have almost the same fps using D11 or opengl.
CPU: I7 12700K
GPU: GeForce GTX 1660ti (6GB)
RAM: 32GB 3200Mhz
OS: Windows 10 x64

actually I said it only happens with D3D 11, it doesn't happen with D3D 9 or OpenGL, so those are the ones to use.

In my particular case I also have the problem with D9, using 1.3.1_833 (in 353.62), I didn't check with opengl. Tomorrow I am gonna install the latest drivers if I can, the nvidia page doesn't seems to be working right now.

Probably Nvidia related issue - drivers mentioned here are now very outdated
