Is i7-4770K (3.50GHz) somewhat inadequate for PCSX2?

I've been disappointed by performance in ~1080p with all games I've tried (God of War, GTA Liberty City Stories, Red Dead Revolver, Burnout 3 and Dominator). I've also tested the MTVU setting to some degree. The titles often drop below full speed and are more or less unplayable at times with off-sync game and audio speed.

I have the CPU paired with RTX 2070S and it seems that I could use an upgrade. I'd like to get a clarification if what I'm experienced can be expected.

Have you tried the default setting, disable any application running on background, update drivers ? You should be able
to run pcsx2 at full speed.
