Is it normal for CPU to always be a 99%?

Whether a game I play runs flawlessly at 60fps or runs slowly at 25-45fps, my CPU is always at 98-99% load at the top of the window.

What does this mean, and is it a problem? I notice it also doesn't change whether I upscale or run at Native resolution. I do have frame limiting on.

Specific games are Growlanser 2 and 3 (GL Generations) run perfectly at normal speed but CPU 99%

Star Ocean 3 runs slow, 43fps (between 63-70% normal speed generally when not in a cutscene).

Does this mean anything or matter?

EDIT - I should add this is on PCSX2 0.9.6 and the public beta.

Your CPU it's not too strong, the problem may lay there, but also your graphic card could be the main problem...

Try enabling the "8bit textures" option in Gsdx plugin and see if it improves a little Smile

I've already checked and unchecked 8 bit textures. It doesn't seem to increase or decrease the performance of Growlanser, though I know it's effects vary from game to game.

Here's the thing, I'm not running into performance issues per se. Growlanser runs perfectly. However, it seems no matter what I check, the CPU is always 99%. I've switched it from native resolution to 1280x896, and then to 1920x1344, they all run smoothly (well, the 1920x1344 dipped to 50fps a few times, but that's not surprising at allSmile ) but the CPU is at 99% no matter what.

As for games like SO3 and MGS3 running slow, I expect that to have the CPU at 99%, they chug my system. But why is a game like Growlanser 2, which runs smooth as butter and is upscaling easily (and doesn't seem to be taxing my system) still hitting the CPU for 99%?

Is it possibly due to Frame limiting being on, making 60fps the max frames or is that unrelated?

its not CPU usage, its GPU if graphic card is too weak it will be always like that

Enabling "Vsync" can also cause that, do you have it enabled?

Yes I do have Vsync on, I didn't think about that.

I keep it enable because in PC games I play I get screen tearing if it's turned off.

Well Vsync can also be causing the big slowdowns so you might want to turn it off.
