Is it possible to disable Dragon Rush in Budokai 3?

One of the better DBZ games out there, and the nostalgia trip has been great so far but I think Dragon Rushes are ruining the game for me. The custom rushes look great but I don't like the way the AI spams them. Can a cheat decrease the spam rate or just disable them? I'd like to change the entire Dragon Rush system but I don't know how to mod games. I haven't used cheat engine before so I'd like to know if it's possible before I give it a shot.
