the dilemma is as follows. Does my pc suck so much?

The features are:

Windows 11 Home, 64-bit
Intel Core i5-10300H
NVIDIA GeForce GTX 1650 Ti - driver 516.94
8 GB SO-DIMM DDR4-2933

Is it normal for it to have similar performance and do i have to change my PC?

Yes, i confirm. It seemed to me that Silent Hill 2, ran at 30 fps on original PS2. 
By the way, even with God of War 2 in some moments, the drops in frame rates are really important.
