i want to know is pixel shader is necessary for playing PCSX2 because i have not a pixel shader when i am going to play 1 window pop up and says

Supported pixel shader version is too low
supported 0.0

this is a emulog

Let's put it this way, without it you shouldn't even be trying to emulate however if you really want to to it download SwiftShader but i warn you it will be really slow.

Thanks bro swift shader is working but very slow on main window its displays 12 to 16 Fps in windowed view any other idea to lose graphic quality for speed

Well, the only other way is to go buy a video card that supports pixel shader/shader model 2.0 or higher. Other than that, there's really nothing that you can do to improve performance.

Play in your PS2, even if you bought a decent video card, the cpu would still hold you down.

Unfortunately stpdrgstr is probably correct. You'd need to do a $400-500 PC overhaul to get PCSX2 running games at playable speeds...
