My specs:
Intel Pentium D 3.00Ghz 2 core
Ati Radeon 5450HD 512 MB pixel shader 5 feature
1GB ram

is this enough to play with PCSX2 around 20 FPS?

a few games, maybe.
Like disgaea or FFX
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

pentium D is very pretty weak for pcsx2 and it's phased out better change that one except that video card..
Main PC1:i5-4670,HD7770(Active!)
Main PC2:i5-11600K,GTX1660Ti(Active!)
PCSX2 Discord server IGN:smartstrike
PCSX2 version uses:Custom compiled build 1.7.0 64-bit(to be update regularly)

Thanks Laugh Im planning buying more Ram but i dont want to change the CPU because its pretty high price you know

Maybe 2GB RAM would be good but I am with tallbender to say that your pentium D is weak for pcsx2, you know you can buy a best processor with a motherboard for a raisonnable price now Wink

buying more RAM is pointless(0% chance of pcsx2 improvement) thats a waste of RAM's money.......change your CPU now....or accept-playing it on your current rig w/ low FPS
or even play on your PS2 instead as a alternate scenario.
