Uh, 1's the lowest the cyclerate can go in the gui, unless I have to manually edit the .ini file, and besides, the emulator says that the cycle rate being at 1 is the default setting.

try to mess with settings.turn all speedhacks off.mess with audio plugin settings.first choose recommended ones Catmull(Ps2like/slow) xaudio 2 (recommended)
then Linear simple/okay sound
direct sound-configure-primary sound device
tick disable post processing(something like it don't remember special effects)
also try to tick check de alias after

Edit-Go to plugin/bios selector
In Gs choose higher plugin u'r cpu supports e.g. Sse41 is higher

try native resolution,direct3d9 hardware (for testing purpose)
then try to go higher resolution.
Tell me if native solve u'r problem.

I didn't even notice that option, and I moved to SSS3. I'll keep fiddling on my own for a while, but not now. It's late where I am.

Yeah, when I changed it to SSS3, though it seemed slow with the cutscenes, the audio and video did sync and seemed to move at a close to normal speed. Though when I got into gameplay, I ran into the typical problem of slowdown with a graphics heavy object on screen. Is there any way to work around that?

Yeah, native was checked. Was I supposed to have it set to my computer's native resolution? I also did a further examination and found that at least in cutscenes and the last mission mode of X-2, my framerate starts out at 60 and is usually like that in menus, but drops about 15 fps during cutscenes, and even more with large objects. Any idea how to fix that?

Hmmm.very large list to do >>
1.update graphic card
2.update direct x
3.install latest build of pcsx2 from here -- http://buildbot.orphis.net/pcsx2

if nothing working there should be a problem in u'r hardware or windows.
Or simply u'r hardware is low to handle pcsx2.
I think u keep on posting & don't trying my suggestions or any other person's.
