Issues with very large PNACH files

Hi, I've been playing the Kingdom Hearts 2: Final Mix Randomizer and it uses 2 separate cheat files to handle various things, one of them holds around 55,000 lines of cheats. The order that PCSX2 loads the files in seemingly has a tangible effect on the game.

One of the effects a file is supposed to have is to start you with 48 AP Boost items in your inventory when playing on Beginner, Standard or Proud difficulty (Disable Critical mode when generating the Randomizer seed), but this behaviour only works if the pnach file containing the seed modifications is loaded first. To ensure it is loaded first the file name must alphabetically come first.

Another effect of the seed pnach file is to re-assign abilities to weapons in the game, depending on the order that PCSX2 loads the pnach files in (or even if the 2 files are merged together) the weapons will either be assigned abilities (correct behaviour) or be assigned no abilities (incorrect behaviour).

The problem should be immediately observed within 2 minutes of starting gameplay (right after you choose either Staff, Sword or Shield), if you have 48 AP Boosts in your inventory then weapons won't have abilities assigned to them and if you don't start with 48 AP boosts than the weapons do have abilities assigned to them.

Cutscenes can be skipped by pressing Start during them.

Was the cheat system not tested to handle 55,000+ cheats? The behaviour changes depending on if the cheats are split across multiple files or not.

Specifically when starting the game, you'll choose either Sword, Staff or Shield and this decision does not matter. After this decision you'll be placed in the Garden of Assemblage location and you should have 48 AP Boosts in your inventory when playing on Beginner, Standard or Proud difficulty (turn off Critical Mode when choosing randomizer settings).

If the Randomizer cheat file is split from the Garden of Assembly cheat file than you will get the 48 AP Boosts as expected... but weapons you find in the game will not be assigned abilities.

If you combine the 2 cheat files than weapons will have abilities correctly assigned to them but you won't start with the 48 AP Boosts.

The behaviour can also change depending on the order PCSX2 loads the files.
