Yeah your graphics card is slow...when you run the game on the title bar, what does CPU % say? If it is above 90% it means the problem is your graphics card, else it means the problem is your CPU.

CPU in jak and Daxter is 60% and in Jak 3 (and DragonBall Budokai tenkaici 3) is 30% or 40% or 20%

This means the problem is your CPU speed then...since this is a laptop I won't recommend overclocking so I'm afraid you're stuck with the speed you get. Maybe try using the March 2010 beta plugin pack, just in case the newer GSdx plugin gives you some speed boost.
