Your memorycard might be corrupt. Try moving the cards out and letting it make new ones and see if it boots again.

Sorry man, I really don't think you'll be able to play GT4 on that rig. The game requires a lot of processing power and the onboard graphics card won't cut it
As for the memory card, no idea there
