I just looked at your processor - you won't have AVX.
List everything you do have though.
As for the lag, like I said - use GSDX11 (Hardware Mode), native res, and turn all clamping off. There's not much of any appealing options after that.
Oh, and make sure that you're using performance mode on your battery plan if you're using a laptop.

With Native res on, do you recommend having Allow 8 bit?

SSE41 is SSE4.1, yes, use that.
Allow 8 bit textures..? Mmmm...not sure about that really. I've heard people say good and bad about it.
Try it and see if it helps or hurts. But use SSE4.1

SSE4.1 says it doesnt support my cpu, does that mean i have to install something?

No, that means what it says - your CPU is not supported. Go lower and lower versions until one works. Try SSE3 and if that doesn't work either then your last option is SSE2.
This is a fault on my end really - I need to research what CPUs support what, but I just don't know much about AMD processors.
Also, about that 8-bit textures - if it does nothing then just leave it off.

you'll have to use SSE2.
anything from AMD before bulldozer architecture doesn't support more than SSE2
