Crazycatz00 has released a patch for kh2 called godspeed but i experimented with the values roughly 1/10 of the normal speed but with the 60 fps internally so I assumed that if i recorded the gameplay at 60 fps and speed up the footage to 600 fps it would be smooth as butter, and it was.
I also set the animation speed to 40000000 and the refresh rate to 00000000 and the framelimiter to 40, the speed was 100% but felt like 60 fps still, the only downside to this patch is that it ruins the timing for sound, slow mo effects, and large jumps
