Kingdom Hearts II Final Mix Running Slow

I get 50-60fps whenever I pause for the option to skip scene. I get around 30fps during cutscenes, which have reverberated sound. And I get between 11 and 20fps during actual gameplay, which also has slowed music and reverb sounds. I've done the general settings stuff and It noticably made it faster, but only brought me up to the above fps. Any means of speeding it up?

Computer specs:

Processor:AMD E-300 APU with Radeon™ HD Graphics, 1300 Mhx, 2 cores, 2 Logical Processors
Total Physical Memory: 1.60 GB
Available Physical Memory: 568
Total Virtual Memory: 3.21
Available Virtual Memory: 1.26 GB

Your computer is not good enough to run it at constant 60 fps.

In fact a 1.3GHz processor wont have much luck playing anything at full speed.

I'm shocked TC can run anything at full speed

That only works if you are getting 60fps to begin with (not to mention you need to be able to reach 120fps with turbo and have fully stable fps). Thats not the case here.
