yeah, even took the .pnach file out of the directory and still nothing.

Is there any way to fix a bad iso dump without the disc?

apart from re-dumping your iso from the disc, I don't see any other way.
that said, it seems you tweaked the settings quite much because your PC is really weak for pcsx2.
I would suggest to get back to default settings to see if the issue persists...

I'll post when I get a chance to see if restoring everything to defaults work
