Well Intel GMA isnt really good for PCSX2^^
Waiting is a really good idea.
Many games running full speed. o.O

CPU is still weak, not being able to run games at constant 60fps is expected specially when the OP is using the older pcsx2 0.9.6 release which is slower than the betas (and if I recall correctly Kingdom Hearts II benefits quite a bit from the betas).
Still it's true the GPU is the biggest bottleneck here but expecting constant 60fps is just not so realistic in those conditions anyway.

Nah they're both the same chip architecture basically, although the T3400 runs with lower FSB so that'd make it slower still
Edit: My post goes to a statement about T3400 and E2200 being from Core and Core2 architechtures and the former being slower because of it.
@sakraycore: way to edit your post while I typed :C

Yeah, this CPU is indeed (just barely) able to deliver 60fps most of the time in FFX and KH games, when speedhacks are used.
It does have the core2 design, giving it the same fast SSE units (with DaZ support) that pcsx2 loves.
