well have you tried using Full boot rather than Fast boot?

Oh it worked, there is grass and water now. Boot type didn't affect anything in the USA version but in the PAL version it brings up the lost textures.

I will to assume that the reason for this is that the RNG gods have seen the beautiful pictures I've taken of the box and they were like "you know what, we will let him have water".

And there was water.
