Lag in PCSX2

Hi everyone, can you help me please, im new in this forum, so anyway, i have PCSX2 1.4.0 and im trying to play gta liberty city stories but there's so much lag, fps is always 10 or less, any help please, it should run perfectly because my PC is not bad

Here's my specs :

windows 7 service pack 1 
32 bit system
2 GB ram
Processor intel Pentium® dual-core CPU E5700 3.00 GHz 3.00 GHz
Directx 11

With a decent PC, you will be OK.
Use your ps2 console for now
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Apart from what I suggested ?
No.
CPU : AMD Ryzen 7 3800X

First you can oc the cpu. That will give you the best improvement
Next you can enable and tinker with speedhacks and hw hacks as well.

Also what is your gpu ?

RAM: Hyper X Savage 2x8GB 1.6GHZ CL9
GPU: GTX1070 8GB GDDR5

That is really bad. You're better off playing on your ps2 for now like jesalvein said.

Probably stuck with software mode in this case...

I had that same.e basic setup back in the day. You can do software mode, and will require speed hacks to play even the lesser cpu intensive games to emulate...
