Your cpu's abit weak, but your GPU is really a problem here.
I'd advise you to get a newer PC or go on playing with your PS2
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

3GHz... Cool....
have a look at the recommended specs for pcsx2 and maybe you'll be able to understand what i mean.
It's a pentium D, which is a weak model.
and to answer what you just asked, your CPU IS weak for pcsx2, but can be ok for some games.
your GPU is the real problem. Intel GPUs are far from being enough to run pcsx2 in good conditions.

About your CPU, it's not known by many that raw clock is not the only factor when measuring the CPU performance, the architecture plays a major role. That is the reason an i7 outperforms by large margin former models core by core. The same applies to each model, so a core duo outperforms a D for the same clock and so on.

You should replace the whole pc if you want nice performance in PCSX2.
A new video card will help but it can't overcome the slow CPU.
