Each game required different amounts of power just cause 1 ps2 game is emulated fine dont mean another ps2 will. Best you can do make sure laptop is pluged in and running max performance power profile.

Skipdraw is a speedhack for gpu-limited systems. While using HW renderer click on 'Enable HW hacks' and next to it on 'Configure'. Then increase skipdraw stepwise and check FPS. Skipdraw removes effect layers so that you might loose some interesting stuff if you set it higher than necessary.
