Looking for info on patches / cheats

Is there any documentation on how patches / cheats currently work? 

Like where do the widescreen / no interlace patches come from and is there anyway to view / edit them?
Is the cheats_ws folder still used for anything or is it now ignored?
What format do I need to use in pnach files to allow me to toggle individual cheats? As it is now all my games say "x unlabelled patch codes will activate automatically".
