Just a side note : trusting YouTube video is a mistake. They'll always play @60fps even recorded @2 fps
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS GPU : NVIDIA GeForce RTX 3070 RAM : 16 Go 
Alright, I guess I will need to upgrade my PC soon then. Thank you for all the suggestions.
 Edit: I have found the root of the problem. Turns out a setting in the power setting changed (I don't know how) the CPU cycle to 5% at maximum. I changed it to 100% and the game runs as smooth as it is supposed to be. Thank you for all the help, everyone.
