No,every core is working at 2.3GHz.
If you count it like that then your CPU must be 9,2GHz(no one have such monster)

Using second core will bring about 30 % or more improvment than single core.PCSX2 uses threads actualy.So that's the way threading works.Use this settings.In emulation settings leave EE and VU on default.You cant try to max all speedhacks,or in case of problem turn off not recomended.As for GSDX use GSDX ss4.1 if your cpu suports it if not use ssse3. Put to native.Also you could try switching to software mode and puting SW rend.treads to 3.Not sure if it will help.

dude i have a quad core.i think its fast enough...i can play most of the games in full settings.

My pc is pretty fast and it doesn't always play games in full setting.
