all you can do is to try the latest beta from this page ( pcsx2 1888),but im afraid your gpu is a little weak,so try to run all your games in native mode under gsdx, and also enable some speedhacks and see if you can squezee some more fps

Any video card that is better or as good as 9600gt will be fine for pcsx2 if you don't plan to play at some huge resolution such as 2048x2048. Also, keep an eye on the video card usage, if it is run at 99% most of the time, you video card will be the reason for the low fps assuming there is no other bug or some major compatibility issues in the game. In such case, you can't really don't much other than replacing a new and more powerful video card.

I have the same setup as you but have a 9600gt card instead.
BTW your Athlon II X2 is it a 5500+ or the 240+ series? Mines a 240 Regor OCed to 3.2ghz and a 2gb stick of ram. I read that the 5500 isnt too good with the emu xcept for 2d games.
I can run persona 4 with no hacks on 50-60fps most of the time. Try getting a better video card. It could help

CPU is ok but don't expect 60fps in more demanding games (like Persona4).
The vga card is the bigger problem here. It should be replaced.
