Low quality graphics even after tinkering with settings

Try messing with the TC offset under hardware hacks that may help. Only other thing I can think of is that upscaling doesn't really help 2d sprites/games and just causes issues there. Unless PCSX2 does it different then the number of other emulators I have used. There is also the fact that most other emulators have better filters then what PCSX2 uses aka things like HQ2xS and xBRZ for example.
