Major slowdown upon second use of program

Hello,

I'm not sure where to ask about this, as this problem happens with other emulators like Dolphin too. When I first installed PCSX2 on my laptop (Windows 8), it ran perfectly. When I booted up my laptop the next day however, speed dropped to about 40%, with Turbo doing practically nothing. I can't figure out why it does this and can't find anyone else with the same issue.

Any idea what's going on?

make sure max power profile is used for power scheme

It's odd to me that it would work well the first time with a lower power setting. I didn't think it would have anything to do with it, since I wasn't changing anything for it to get worse like that.
