Making texture packs more compatible

Hi,

at the moment pcsx2 dumps textures which have different file names in NTSC and PAL. Means texture packs can only used for one of both versions, which is a shame because obviously only half of the userbase can use them.

In other emulators like dolphin, ppsspp, mupen64, beetle psx... you can use texture packs for all versions of a game. Can we do this in pcsx2, too?

The way a PS2 works is so weird you can't even compare it to other consoles.
So, whatever the feature we're talking about, comparing PCSX2 with another emu is pointless
