Got the game to work but only 50fps. The game still looks slow but it's playable.

50 FPS for PAL is full speed and only 10 FPS lower than full speed for NTSC games, so I'd say it's pretty close to full speed and playable.
So did software mode fix it or was it something else?

No actually I had to use hardware mode. There was a trick. You have to turn the screen brightness down in game to get the game to display correctly. It is an NTSC game. Yeah it was still fun to play! I can use any AA though or it goes back to slow down. I think I'll just buy a used PS2 again of Craigslist.
