Not much you can do with that weak cpu. 1.7 ghz is definitely too low.

You'll have to tinker/experiment with speedhacks (don't forget to enable mtvu speedhack) but you probably won't get full speed with this.

Set windows power plan to high performance too.

IMHO, better keep playing those games on your PS2 for now, until you can afford a better machine.

sigh... how depressing but ty for letting me kno.

I know this forum is based on pcsx2 but would you by chance use/know if my system could even handle psp or gamecube? I figure its worth a shot in the dark to ask

ppsspp runs on weaker systems than yours, so probably, yes.
About gamecube, it depends on the games you have.
