Midnight Club 3: Dub Edition Remix - Headlights Glitch in Hardware Renderer

I'm using PCSX2 v1.5.0-dev-2878-g9119e3110
My specs are an i5-8400, 8GB Ram, and a GTX 1060 6GB. 
Glitch does not occur when using a software renderer, but the game runs slower and is stuck at native res. Not ideal for actually playing the game.
This glitch occurs in both OpenGL and Direct3D renderers, and with all levels of CRC hack. I've tried messing around with skipdraw but have been unable to find a value that fixes this glitch. Does anyone know of a way to fix this?

Tried it using the stable 1.4.0 build instead of a dev build:

For some reason 1.4.0 has the glitch isolated to the left edge of the screen. Much less distracting in this case. This will likely how I play this game until a version comes along that eliminates it entirely.

Config > Video > Plugin Settings > (I have mine set to Direct3d 11 Hardware) > Enable HW Hacks > Half screen fix > Force enabled
