Some games have either side or bottom misaligned and offset hack does nothing (below). Also worth noting is that turning on full texture filtering can make it even worse. Can anything be done besides playing in sw mode?

UPDATE: Found a solution while searching for something totally unrelated... It looks like you can move the rendering window with alt+ctrl+directional keys. To make it simpler I overrode the settings with a pcsx2_keys.ini as follows
