Missing Cloud textures in Ace Combat games.

Not sure if that's the case for this bug. Actually, it's not just me who has this issue, but every bit of footage online that has these games emulated as well. I'm trying to figure out what the main cause of it is and if there is a way to restore it in hardware mode.
