For CPU, you can easily find out by right clicking your 'My Computer' icon and clicking Properties. Should have your processor listed there.
And PAL and NTSC are just standards used in different parts of the world. Basically, For PAL games, 50Hz is the standard, which equates to 50FPS in PCSX2. For NTSC, it's 60Hz or 60FPS (though if you want to get technical it's something like 59.94).
