for some reason half the cheats are not working. I am using these cheats. can someone give me a hand in getting them to work please

The cheats look correct, so all that's needed is for you to inform how are you naming the pnach file, make sure to have gotten cheats for the correct game's version/region, what's the directory the pnach file is, be sure your Windows is showing file extension (you wont have a file named xyzCRC.pnach.txt where the .txt does not show up) and, most important, you have "Enable cheats" enabled at the emulator's GUI.

Edit:

1 - confirm the SLUS, SLES... or so is the same the cheats are for.

2 - the pnach file must have the game's CRC as name, not the actual game's name, ex: 1D46A598.pnach. You can find what's the CRC looking at the console when the game is started, it is highlighted in blue around the line for the (System.cfg).

3 - if windows 7, open an Explorer window (not IE) and from Organize and at the tab "View" search for the option "hide extension for known files" and make sure it is disabled.

in windows 8, click that small arrow symbol just bellow the big X button, tab "view" and enable "File name Extensions"

Extended with 0 as first digit for the address will set the last two digits for value,not the last 3(which you actually want for values above FF(255)

Change ever zero(first digit of the address to 1 for cheats that have value 3E7)and those that have 270F,change it to 2

BTW any value for EN above A(10 in decimal) will not be saved while saving to the memory card and even if the screen show values for stats up to 999,you can set them to 9999(270F)and do even more damage(you will also have to change the fist digit of the address to 2 if you do so)

I comparing some thing now(my codes)and your codes seems kinda wrong or at least they are not exactly for the Mobile Suit stats

Indeed, I overlook the code stating being a byte and the value at least short.

to OP, if the problem is with the value not reaching the wanted 999, that's the reason.

All the first digits at the addresses of all codes, except those with value 63, must be replaced with 1. Including for 9999 (hex 270F).

Well, another example to answer that guy who asked why prefer the "extended" instead the specific length notation... not having to change digits from the original code. In this case at least is ease to identify the correct length, but it's not always that simple.

Those codes are just wrong for the purpose of stats increment.
I'm writing now in pnach file the codes for the first 6 suits.

It may take a while because I have to calculate the addresses,then type them for suit modifier,and 5 stats

You can have max 40 suits and the difference between suits slot is 72.
From the suit slot - 2 is the SPD,from the SPD - 2 is AMR,from AMR - 2 is RNG,from RNG - 2 is MEL,from MEL - 2 is EN and from EN - 2 is the suit level
